Bio

Celine Caira is an Economist and Policy Analyst by training with experience in evaluation and communications across municipal and provincial governments, NGOs, and in multiple organizations of the UN system. Celine holds a Master of Public Policy and Governance degree from the University of Toronto's Munk School of Global Affairs and Public Policy, and a Bachelor of Arts Honours degree in Political Science, Economics, and French Language and Literature from McGill University.

Celine currently works in the Evaluation Section of the World Intellectual Property Organization's (WIPO's) Internal Oversight Division (IOD) helping to conduct evaluations focusing on intellectual property issues. Celine helps to execute assignments planned in the 2016, 2017 and 2018 IOD Oversight Plans, playing a key role in the planning, preparation, data collection, analysis, report drafting and presentation phases of programmatic to thematic evaluations. In particular, Celine has assisted in evaluating WIPO's Capacity Development of Intellectual Property Skills, the WIPO Regional Bureau for Latin America and the Caribbean, and Program 18: IP and Global Challenges. Celine has also helped to prepare the IOD Validation of the 2016-2017 WIPO Performance Report (WPR) and assisted in the Audit of WIPO's Language Division. 

Prior to WIPO, Celine assisted in the production of system-wide reports at the Joint Inspection Unit (JIU) of the United Nations System in Geneva, notably Management and Administration Reviews of the United Nations Office for Project Services (UNOPS) and the Universal Postal Union (UPU). Celine has also worked in communications at UNTV/Radio, Information Service by covering biweekly press briefings and high-level events at the United Nations Office in Geneva (UNOG).

Prior to working in internal and external oversight at the UN, Celine worked at Toronto City Hall as a Policy Advisor and also worked as a Policy Advisor for the Ontario Ministry of Economic Development and Growth's Entrepreneurship and Social Enterprise Services Unit. Celine was recently appointed to represent Canada at the OECD Forum 2018 in Paris as Ambassador and Communications Coordinator of the Young Diplomats of Canada.
