Bio

Ms. Larmoyer is an international development programme evaluation specialist. She has over 15 years of experience in delivering aid programmes and managing and leading evaluations, mainly within the UN System.

From 1999, she managed humanitarian and development programmes mostly centred on food security, based in Asian and African countries. Since 2004, she joined the United Nations to manage and lead evaluations focused on the operational, strategic or country-wide work of: the World Food Programme (2004-2007) ; the Food and Agriculture Organization (2010-2013, and since mid-2017) in Rome; and the International Atomic Energy Agency (IAEA) in Vienna (2013-2017).

Ms. Larmoyer has managed, designed and evaluations, aiming at delivering credible evidence-based analysis in various forms tailored to relevant audiences. She is particularly keen to promote knowledge management, national evaluation capacity development, and evaluation quality assurance systems.

Ms. Larmoyer holds a Masterâ??s degree in International Development and Cooperation from La Sorbonne, Paris, France; and MA in Political Sciences, Economics and Law, Institut dâ??Etudes Politiques, Rennes, France;  and continuously complements her professional evaluation practice trough advanced professional training in Programme Evaluation.
