Around 250 million children in low-and middle-income countries (L&MICs) cannot read, write or do basic maths. A range of different education interventions have been implemented to resolve what is being seen as a learning crisis. But do these interventions work?

To answer this question, 3ie carried out the most comprehensive systematic review conducted to date on education effectiveness. The review examined the impact of 216 education programmes in 52 L&MICs. It synthesised evidence on the effects of 21 different types of education interventions on children’s school enrolment, attendance, completion and learning.

In this presentation, 3ie’s executive director and an author of the review, Emmanuel Jimenez will talk about the main findings of this comprehensive study. The focus of the session will be on the major lessons learned and the implications for education policies and programming. The review offers several useful pointers for governments and international agencies to meet the education Sustainable Development Goal.

Speakers' bio

Emmanuel (Manny) Jimenez is the executive director of 3ie. Manny joined 3ie after a 30-year long stint at the World Bank Group where he provided technical expertise and strategic leadership in a number of research and operational positions. He was earlier the director of public sector evaluations at the Independent Evaluation Group of the World Bank. Manny has published numerous monographs and scholarly articles in the fields of education, social protection, labour, health, urban development, public finance, environment and population. He also led the core team that prepared World Development Report 2007: Development and the Next Generation and is editor of the journal, The World Bank Research Observer.

Matt Brossard is senior advisor in the education section at UNICEF headquarters. He is leading the Evidence, Research and Advocacy (ERA) team which is responsible for strategy development, development of analytical tools for technical support to Regional and Country Offices, advocacy and innovations. Before joining UNICEF in 2012, Matt served at the World Bank as Senior Economist, Team Leader of several countries’ education portfolio (2006-2012), at UNESCO Africa Regional Office as Education Policy Analyst (2001-06) and at the UNESCO Institute for Statistics (1998-2001) as Education Statistician. He has extensive experience in supporting countries and publishing in the areas of education systems analysis and policy planning and costing. Matt is a graduate of the French National School of Statistics and Economics (ENSAE) and also holds a “Diplôme d’Études Approfondies” (Advanced Masters Degree) in Sociology from Paris’ Political Sciences Institute (Sciences-Po) and a BSc in Mathematics from University Paris 6.
