Speaker: Juha I. Uitto, Director of the [Independent Evaluation Office of the Global Environment Facility (GEF)]

Established 25 years ago, the Global Environment Facility (GEF) works with partners to protect the global commons and to tackle the biggest environmental challenges facing humankind. An essential part of the GEF four-year replenishment cycle is the comprehensive evaluation known as OPS. The sixth comprehensive evaluation currently underway contains some twenty evaluations and sub-studies focusing on GEF performance, results, and organizational and institutional issues. The Independent Evaluation Office of the GEF uses multiple approaches and methods ranging from quantitative to qualitative in the evaluation. A systems perspective is taken to situate GEF interventions in the broader landscape. Key component evaluations focus on multiple benefits and programmatic approaches, including the Integrated Program Pilots introduced in the GEF6 period. Methodological innovations include the use of geospatial information, rapid impact evaluation, and value-for-money analyses to determine the impact of the GEF.

Speaker bio
Before joining GEF as the Director of the Independent Evaluation Office, Juha has conducted and managed evaluations with the GEF and UNDP where he has served as Senior M&E Specialist/Coordinator, Evaluation Advisor and, finally, as Deputy Director of UNDP’s Independent Evaluation Office, since 1999. Juha spent the 1990s with the United Nations University in Tokyo as coordinator of the university’s environment and sustainable development research and training programs. His earlier work has included positions with the Nordic Africa Institute and the International Fund for Agricultural Development (IFAD). He was educated at the Universities of Helsinki and Lund, and holds a PhD in Social and Economic Geography. He is Visiting Professor of Global Practice at Rutgers University and has held short-term visiting positions at the Universities of Kyoto and Montana. Juha has published widely on topics related to natural resources management, sustainable development, environmental hazards, and evaluation. His book, Evaluating Environment in International Development was published in 2014. A new book, co-edited with Jyotsna Puri and Rob van den Berg, on Evaluating Climate Change Action for Sustainable Development is expected later this year.
