In 2021/2022 UNHCR will update its evaluation policy, strategy and administrative instructions related to the conduct of both centralized and decentralized evaluations. New guidance is needed to support the conduct of evaluations – in particular global thematic and large-scale emergency response evaluations. In addition, several new evaluations have been added to the workplan during a period when there are several potential important absences of senior evaluation staff to manage them. For this reason, the Evaluation Service has decided to recruit a long-term consultant to support upcoming evaluations – as well as to contribute to specific normative work and evaluation products.

Working under the leadership of the Head of Service, the post will be part of the HQ evaluation capacity to lead on planning and delivery of centralised evaluations within the Organisation (including the development of evaluation ToRs, procurement and contract management of evaluation services, and providing quality assurance of evaluation deliverables, support for dissemination and evidence synthesis); Support the design and delivery of UNHCR evaluation-related capacity building efforts, including the development of new guidance.
