The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the Earth's stratospheric ozone layer. It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The Multilateral Fund is managed by the Executive Committee and is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org). This post is located in UNEP/MLF at the Montreal duty station. 

Under the direct supervision of the Senior Monitoring and Evaluation Officer (SMEO), the incumbent is responsible for the following:

Responsibilities

1. Support the SMEO to organize and finalize evaluations of MLF funded projects.
2. Research and analyze information sources (printed and electronic), and compile and present information for use in the evaluation reports.
3. Follow-up on decisions of the Executive Committee related to the work of monitoring and evaluation.
4. Collect and analyze data, prepare tables and background materials for working papers, studies and reports.
5. Provide support in the finalization of documents related to desk studies, case studies and evaluation reports.
6. Serve as a focal point for coordination of issues pertaining to all field missions. 
7. Assist in compiling data submitted by bilateral and implementing agencies, to be incorporated in databases related to project completion report (PCR), and multi-year agreements (MYA).
8. Responsible for liaising with relevant staff of the Fund Secretariat and with representatives of bilateral and implementing agencies on matters related to monitoring and evaluation work.
9. Draft responses to correspondence received from bilateral and implementing agencies, representatives from Article 5 and non-Article 5 countries, various organizations, consultants among others.
10. Maintain a filing structure; and manage and monitor a roster of consultants for evaluation work.
11. Provide assistance during the pre-, in- and post-sessions of the meetings of the Executive Committee, once the items of the SMEO have been covered, in various tasks including translation of meeting documents, conference room attendance.
12. Undertake any other tasks, within the fields of activities.
