ORGANIZATIONAL SETTING:

The Independent Evaluation Unit (IEU) is the custodian of the evaluation function at ITC. It is operationally located in the Strategic Planning, Performance and Governance Section of the Office of the Executive Director, as a distinct entity. The objectives of the IEU are to serve decision making of ITC management on selected policy and strategic areas, improve the performance and results, and therefore, enhance ITC’s position in the Aid for Trade arena. The incumbent reports to the Head, Independent Evaluation Unit. The post is set within one of ITC’s core processes. The work experience provides the post-holder the opportunity to develop critical insight into organisational transformation from a central perspective.

RESPONSIBILITIES:

Under the direct supervision of the Head, IEU and under the general guidance of the Chief, SPPG, the incumbent will be responsible for the following duties:

Conduct and/or manage evaluations and reviews that are impartial, independent, credible and meet professional standards.

  • Carry out evaluations and reviews (e.g. of projects, programmes or policies) as foreseen in the annual work programme;

  • Support evaluations managed or conducted by colleagues and consultants as required;

  • Apply high professional standards in line with the ITC Evaluation Policy and the UNEG Norms & Standards for Evaluation;

  • Apply quantitative and qualitative data collection and analysis tools, techniques and approaches.

Promote that evaluations are useful and that evaluation findings and recommendations are followed up.

  • Report to management on findings and recommendations of evaluations;

  • Organize, execute or participate in activities to establish a dialogue on evaluation results and support the uptake of findings for the implementation of projects/programmes;

  • Ensure that project/programme managers respond to recommendations and monitor the follow up on evaluations.
    Contribute to the promotion of the evaluation function in the ITC.

  • Provide advice/information/guidance to management and project/ programme managers on evaluations;

  • Review evaluation reports for quality control purposes;

  • Provide and/or assist in the provision of training on evaluation, monitoring and results-based management within the Independent Evaluation Unit and in other organizational units;

  • Update or revise evaluation-related templates, guidelines, and information.

Contribute to the effective deployment of human and financial resources of the Independent Evaluation Unit.

  • Plan evaluations and prepare evaluation budgets for individual evaluations and reviews;

  • Manage effectively and efficiently the use of resources for evaluations and reviews;

  • Organize and oversee selection processes for evaluation consultants;

  • Supervise evaluation consultants.

Perform other related duties and assignments as and when required.
