Context

The Policy, Planning, Monitoring and Evaluation Service (PPMES) takes the lead in translating the High Commissioner’s strategic vision into concrete priorities and operational programmes that focus on the achievement of results. The Service works to instill a culture of results-based planning, programming and budgeting across OHCHR, including by ensuring that programme implementation and results are effectively monitored and evaluated, thereby providing a feedback loop to incorporate lessons learned into programme design and implementation. Through ongoing analysis of OHCHR’s organizational environment, PPMES helps to identify substantive or managerial gaps in OHCHR’s results-based programming and policies, and proposes actions to address them. PPMES supports all parts of the Office in developing Office-wide policies and programmes and in monitoring and evaluating those. The duration of assignment is 6 months.

Task description

Under the overall direction of the Chief of the Policy, Planning, Monitoring and Evaluation Service, the UN Volunteer will report to the Evaluation Programme Management Officer and/or Programme Officer–Monitoring in the respective area of work.

Under the direction and supervision of the Programme Officer–Monitoring, the UNV shall undertake the following tasks related to the Monitoring function:  

  • Assist in preparation of guiding material related to the programming cycle.
  • Assist in the provision of support to planning entities for the preparation of their reports.
  • Assist in monitoring of submission and status of completeness and follow-up.
  • Assist in the preparation of the mid year/ end of year reports of PPMES.

Under the direction and supervision of the Evaluation Programme Management Officer, the UNV shall undertake the following tasks related to the Evaluation function:

Assist in the upload, review and correction of the evaluation related data (reports and man-agement responses) in the Decision Tracking System.

  • Assist in the upload of the data of the evaluation in the evaluation module of the Perfor-mance Monitoring System (PMS).
  • Assist in the maintenance of the database and mailing list of evaluation consultants.
  • Assist in the screening and recruitment of candidates for evaluation consultancies.
  • Support the management and undertaking of evaluations, including the collection of documents from the PMS and other sources for desk reviews, preparation of meetings, revision and proof reading of evaluation reports, etc.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including par-ticipation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant lo-cal individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs:

Review of 2023 Mid-Year and End of Year submissions for completeness and accuracy and results-based management language. 

  • Finalized log/calendar of reporting obligations of planning entities.
  • Updated guidelines for Mid-Year and End of Year reports’ submissions.
  • Selected sections of Mid-Year and End of Year analysis prepared.
  • Updated evaluation section of the Decisions Tracking System.
  • Updated evaluation module of the Performance Monitoring System.
  • Updated database and mailing list of evaluation consultants.
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and doc-umented in all activities throughout the assignment.
  • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities partici-pated in and capacities developed.
