Request for Proposals: Develop an M&E plan for the Multi-Donor Programme on Freedom of Expression and Safety of Journalists

UNESCO is seeking Monitoring and Evaluation (M&E) expertise in the field of international media development to assist in the creation of a M&E plan for its Multi-Donor Programme on Freedom of Expression and Safety of Journalists. The task will also include coaching of UNESCO staff and project officers in various regions/countries, to produce and use data collection tools according to their annual work plan and based on international best practices on international assistance to media.
 
1.       The exact tasks are:
1.1. Training of UNESCO Communication and Information (CI) Specialists an project officers from 11 field offices plus HQ on the production of an M&E plan for their activities, including data collection tools.
1.2. Coaching CI specialists on how to identify their baselines, and targets, according to a given results Framework.
1.3. Coaching CI Specialist on how to monitor their activities and work within the specific programme in the field of international media development, using the tools created, and reporting on results.
(all training and coaching above will take place online through skype calls and emails).
 
2.       The main deliverables are:
2.1. An overall Programme M&E Plan based on the Results Framework, including specific country plans according to the first annual work plan: This will be produced with input and through discussions with CI Spcialists at HQ and the field based on international best practices on international assistance to media.
2.2. A set of data collection tools and methods created for each target country, and HQ actions, that can be used by CI Specialists depending on the type of activities and other factors (security, internet access, etc): This will be produced along with the CI Specialists
2.3. Country evaluation reports produced by each target country using the M&E tools and methods created earlier. This should follow coaching by the M&E experts of the CI Specialists on how to derive the results from the data collection that took place as part of their M&E (the reports should follow a template provided by UNESCO for progress reports) (March 2019)

Interested applicants are required to submit a proposal no later than 25 November 2018. Please include a 2-3 page written proposal for the methedology and a financial offer including a budget breakdown of costs.
 
THE CONTRACT TYPE WILL BE A SERVICE CONTRACT. PLEASE NOTE THAT INDIVIDUAL CONSULTANTS ARE NOT ELEGIBLE.
 
N.B. The duration of the assignment at hand can extend from 3 to 8 months (December 2018 up to end of July 2019). However, the date for the deliverable 2.3. country evaluation reports, is fixed by March 2019. Work on creating further tools (for activities taking place in Spring and Summer of 2019), and the finalization of the M&E Plan, can extend till end of July 2019.
