RFP Independent Evaluation of the Country Health Situation Room Programme

The Country Health Situation Room programme, on data synthesis, visualization, and use, started in 2015. The approach seeks to bring together different health data sources at the country level into an integrated system that can then be used to put powerful, intuitive visualisations of progress and gaps on key health indicators into the hands of national decision-makers. UNAIDS works with country stakeholders - decision-makers and programme managers - to promote national ownership, utilization of data, and the ability for remedial action. 

The evaluation will provide information on what was delivered by the programme and if that was done in a way that is organizationally meaningful across headquarters, regions, and countries. 

The evaluation findings will also inform the development of the next UNAIDS Strategy and UNAIDS Unified Budget, Results and Accountability Framework. 

UNAIDS is an organization that is dependent on voluntary core and non-core contributions it receives for the implementation of its activities. Bidders are therefore requested to propose the best and most cost-effective solution to meet UNAIDS requirements while ensuring a high level of service.
