The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) will conduct an Independent Country Programme Review (ICPR) in Albania in 2020. The ICPR will provide a rapid independent assessment of the implementation experience of the CPD to inform the strategic positioning, design and implementation of the next CPD; and provide UNDP’s Executive Board with a complete and credible picture of UNDP’s progress towards the outputs in agreed country level results and resources frameworks and contributions to agreed UNDP/UNSDCF outcomes. This is IEO’s third country programme evaluation conducted for Albania. The ICPR will cover work undertaken in the current programme cycle (2017 -2021) and focus on capturing the country office’s contribution to UNSCDF outcomes, and progress towards agreed outputs and output indicators in the country office’s results framework.
The IEO is seeking one consultant to help assess UNDP’s contributions in the areas of Democratic governance and rule of law; Promoting social inclusion and the rights of vulnerable communities; Ensuring that young women and men have opportunities and skills; and Environment and climate change.
