This position is located in the Inspection and Evaluation Division (IED) of the Office of Internal Oversight Services (OIOS) at the United Nations Headquarters in New York. The incumbent reports to the Director, Inspection and Evaluation Division.

The Office of Internal Oversight Services is an independent office reporting to the Secretary-General and to the General Assembly. The Inspection and Evaluation Division focuses on the conduct of independent inspections and evaluations on behalf of the Secretary-General and the Member States. IED inspections and evaluations are meant to assist intergovernmental bodies and programme managers in assessing the relevance, efficiency, effectiveness and impact of Secretariat programmes. In accordance with its mandate, set forth in General Assembly resolution A/RES/48/218 B (and later resolutions A/RES/54/244 and A/RES/59/272), the role of IED is to help assure the accountability of Secretariat programmes for attaining their mandates, while in the process foster institutional learning and improvement, through reflection by programmes and Member States on performance and results.

Responsibilities

The Chief of Section will be responsible for the following duties:

• Supervise evaluation teams in the planning and conduct of inspection and evaluation assignments and other projects as mandated by the legislative bodies and/or as required by OIOS-IED’s risk assessment, providing ongoing guidance, support, and oversight in accordance with OIOS-IED’s quality assurance system, the United Nations Evaluation Group (UNEG) norms and standards, and the United Nations core values and competencies
• Contribute to the production of key evaluation outputs (e.g., inception papers, technical notes, evaluation report drafts) and to data collection and analysis, as necessary
• Identify relevant strategic objectives, priorities and problems facing individual evaluations, OIOS-IED, and OIOS more broadly, as well as strategies for addressing these
• Serve as a spokesperson for OIOS-IED on assigned matters; support the OIOS-IED Director and the OIOS Under-Secretary-General in their initiatives to strengthen Division- and Department-wide relevance, effectiveness, and efficiency; and assume team leadership of individual inspection and evaluation projects, as necessary
• Lead and manage several evaluation teams to successful achievement of targeted results, ensuring the timeliness, relevance, credibility, objectivity and utility of their outputs and approaches
• Provide guidance on evaluation standards, checklist and formats by training and mentoring new staff on the theory and conduct of inspections and evaluations
• Establish and maintain effective relationships with evaluands, partners in the Secretariat, funds and programmes, OIOS Audit and Investigations Divisions, and others; make presentations to support the conduct and strengthening of inspection and evaluation activities
• Assist in the preparation of reports for the Committee on Programme and Coordination (CPC), the Fifth Committee, and/or other intergovernmental bodies concerned, and provide substantive servicing of these bodies during consideration of inspection and evaluation questions
• Assume leadership in the design and conduct of complex/multifaceted in-depth, thematic and ad hoc inspections and evaluations of programmes; prepare the study design of complex/multifaceted in-depth and thematic evaluations; articulate the theory of change of the evaluated programme(s) by way of a programme impact pathway (i.e., logic model)
• Conduct key informant interviews and focus groups
• Perform analysis of information collected and derive findings, conclusions and formulate recommendations
• Prepare reports for CPC, the Fifth Committee, and other intergovernmental bodies concerned
• Provide substantive servicing of CPC, the Fifth Committee, and other intergovernmental bodies during consideration of inspection and evaluation questions; provide advisory services to departments/offices on inspection and evaluation questions and the implementation of inspection and evaluation recommendations; prepare compliance reports, biennial reviews, triennial reviews and other reports as needed 
• Perform other related duties as required
