The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to capture and demonstrate evaluative evidence of UNDP’s contributions to national development priorities, as well as the effectiveness of UNDP’s strategy in facilitating and leveraging national efforts for achieving development results. This is the second ICPE for UNDP Moldova, the previous ones being conducted in 2012. The evaluation will be conducted in 2021 towards the end of the current UNDP programme cycle of 2018-2022, with a view to contributing to the preparation of UNDP's new programme starting from 2023. The ICPE will be conducted in close collaboration with the Government of Moldova and UNDP Regional Bureau for Europe and the CIS. The IEO is recruiting an independent international evaluation consultant support the ICPE team. IEO is seeking two evaluation consultants (01 international and 01 national based in Moldova) to put together a team of evaluation experts to undertake the ICPEs. The consultants should have substantial work experience and knowledge of the region and preferably the country under review. In addition to the country experience, the consultants should demonstrate evaluation expertise in one or more UNDP work areas in the country, which include: (i) governance, human rights and gender equality; (ii) sustainable and inclusive growth; and (iii) climate change, environment and energy. The international consultant will focus on the overall design, planning and conduct of the evaluation including undertaking high level analysis and synthesis of the data, while the national consultant (Moldova based) will contribute mainly in data and information collection in the country, undertaking stakeholder and beneficiary interviews and field visits and supporting the ICPE team in data analysis and report writing. All consultants should indicate in their Expression of Interest the position they are applying for (international or national consultant). Based on the proposals/CVs, IEO will put together a team to undertake the ICPE in Moldova. Specific evaluation Terms of Reference will be shared with consultants selected for the interviews.
