National Consultant: Evaluation Specialist - ICPE Egypt

Background

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to capture and demonstrate evaluative evidence of UNDP’s contributions to national development priorities, as well as the effectiveness of UNDP’s strategy in facilitating and leveraging national efforts for achieving development results. The purpose of an ICPE is to:

  • Support the development of the next UNDP Country Programme Document
  • Strengthen accountability of UNDP to national stakeholders
  • Strengthen accountability of UNDP to the Executive Board

This is the third ICPE for UNDP Egypt, the previous ones being conducted in 2004 and 2012 respectively. The evaluation will be conducted in 2021 towards the end of the current UNDP programme cycle of 2018-2022, with a view to contributing to the preparation of UNDP's new programme starting from 2023. The ICPE will be conducted in close collaboration with the Government of Egypt and UNDP Regional Bureau for Arab States. The IEO is recruiting two independent international evaluation consultants to support the ICPE team.

IEO is seeking one national evaluation consultant (based in Egypt) to be part of a team of evaluation experts that will undertake the ICPEs. The consultant should have substantial work experience and knowledge of the region and preferably the country under review. In addition to the country experience, the consultant should demonstrate evaluation expertise in one or more UNDP work areas in the country, which include: to (i) inclusive growth, economic empowerment and employment; ii) climate change and disaster resilience and iii) women’s protection and empowerment.

The national consultant will contribute mainly in data and information collection in the country, undertaking stakeholder and beneficiary interviews and field visits and supporting the ICPE team in data analysis and report writing.
