Bio
Claudia Ibarguen is an evaluation professional with more than 20 years of experience in evaluation and international development. Since 2018 she has worked at the Evaluation Office of the Division of Internal Oversight Services (IOS) of UNESCO, first as Senior Evaluation Officer and in 2019 assuming the role of Head of Evaluation. Leading the evaluation function at UNESCO, she has focused her efforts on managing a strong team that delivers robust corporate evaluations used for strategic decision making and accountability as well as strengthening the decentralized evaluation function.
Claudia has served in various evaluation capacities in the UN system. From 2009 to 2011 she was a Technical Officer in Impact Assessment at the International Labour Organization (ILO), followed by a role as Senior Evaluation Officer with the Global Evaluation and Monitoring Project at the same organization until 2013. From 2013 to 2018 she served as Senior Evaluation Officer at the Office of Internal Oversight Services (OIOS) of the UN Secretariat. There she acted as team leader of Agency wide evaluations including the evaluations of the Department of Management, the Office of the United Nations Commissioner for Human Rights (OHCHR) and UN-Habitat.
Prior to joining the United Nations, Claudia worked for 4 years as a freelance evaluation consultant on projects involving child labour and workers’ rights. From 2001 to 2005 she worked as Senior Professional at the Centre for Poverty Analysis (CEPA) in Colombo Sri Lanka, leading research projects on youth and conflict and internally displaced populations.
Her multifaceted career includes a stint in academia at the International Relations Department of the Instituto Tecnologico Autonomo de Mexico from 1998 to 2000 where she lectured on Latin American political systems and managed a student exchange programme with the University of La Habana.
