Institution Background
The World Meteorological Organization (WMO) is a specialized agency of the United Nations focused on international cooperation in meteorology, climatology, hydrology, and related fields. It was established in 1950, evolving from the International Meteorological Organization (IMO), which was founded in 1873 to facilitate global exchange of weather data and promote standard practices in meteorological research. The transformation into WMO reflected the growing importance of meteorology in addressing global challenges, especially with technological and economic advancements. Since 1951, WMO has played a key role in coordinating global efforts in weather, climate monitoring, disaster risk reduction, and environmental protection.
Evaluation Function
The Internal Oversight Office (IOO) has the mandate for independent evaluations as per the financial regulations and the charter of IOO.
It oversees the strategic development and delivery of the evaluation function and ensures its independence, impartiality, quality, and utility at WMO; IOO’s evaluation activities include:
- Conduct evaluations as per its composite annual plan of work, covering all internal oversight activities, subject to resource availability;
- Coordinate the development of WMO Evaluation Plan and inform the Audit and Oversight Committee and governing bodies of all evaluation activities in WMO;
- Provide quality assurance and support to other units as required; and
- Represent WMO in UNEG and other relevant networks and entities as well as contribute to system-wide evaluation initiatives undertaken by ISWE Office, UNEG etc.
