Within delegated authority, the Chief of Section will be responsible for the following duties: 

• Provides policy guidance to the Chief of Service/Division, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures.
• Plans and oversees the delivery of activities undertaken by the Evaluation Section within the Monitoring and Evaluation Service of the Business Transformation and Accountability Division (BTAD); ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
• Oversees and guides support activities to UN Secretariat entities in tracking and monitoring the implementation of evaluation recommendations, including enabling access to a recommendations management system.
• Manages, supervises and carries out the work programme of the Evaluation Section under his/her responsibility, including developing and implementing the strategy to support UN Secretariat entities implement the ST/AI on Evaluation. This includes supporting planning and resourcing internal (or self) evaluations and incorporating lessons learned from evaluations into the preparation of programme plans and budgets. Co-ordinates and leads the work carried out by the Unit/Section to ensure that entities are provided support to incorporate evidence-based recommendations and lessons learned that are actionable, verifiable and feasible, and are aimed to improve project, programme or organizational performance in the programme management cycle; provides programmatic and substantive reviews of drafts prepared by others.
• Provides substantive input to the Evaluation Management Committee which advises the Management Committee on issues related to planning, budgeting and policies related to evaluation, and intends to raise awareness of evaluation and to ensure that accountabilities for uptake and use of evaluation results are exercised.
• Acts as the evaluation focal point of DMSPC, coordinating the response and follow up on the status of recommendations for all OIOS evaluation activities.
• Acts as DMSPC’s evaluation expert, supporting the Office of the Under-Secretary-General to design and conduct internal (or self) evaluations of the department’s activities.
• Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate. 
• Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. 
• Prepares inputs for the work programme of the Service/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates.
• Recruits staff for the Section taking due account geographical and gender balance and other institutional values.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Section and across organizational boundaries.
• Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues notably the UN Evaluation Group.
• Performs other duties as required.
