United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit electronic tenders as follows: The objective of the assignment will be to undertake an evaluation of the UNESCOAschberg Programme for Artists and Cultural Professionals, covering the 2022-2024 period.

The main purpose of the evaluation is to assess the overall performance of the Programme during the period under review, and to provide lessons learned and recommendations regarding its relevance, effectiveness, efficiency, impact, coherence and sustainability in promoting artistic freedom, the status of artists and cultural professionals, including during emergencies; as well as in advancing preferential treatment to facilitate a balanced flow of cultural goods and services and promote the mobility of artists and cultural professionals from the Global South. The evaluation will contribute to strengthen the Programme’s governance and coordination and future efforts implemented, (re) focusing it if/as needed according to emerging priorities, enhancing the coordination of work led under it, and identifying areas for improvement. In doing so, it will also serve inform the efforts of the Secretariat of the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, as well as the development and implementation of UNESCO’s Medium-Term Strategy for 2026-2027 (43 C/5).

The main outputs of the assignment, to be produced in English, include an evaluation inception report, a draft evaluation report and a final evaluation report and synthesis of the main findings. Proposals are sought from companies/legal entities that must provide a team of evaluators to undertake the assignment, which is estimated to require approximately 60-70 professional working days (to be distributed among the evaluation team), including 2-3 field missions.

The purpose of this notice is to provide general information on the requirements for the procurement process and to inform interested suppliers how to obtain a copy of the Solicitation Documents. Interested companies who wish to participate in the OIC must request for a complete set of Solicitation Documents, available free of charge, from UNESCO contact person at the address shown below.

Proposals must be submitted electronically (email) no later than 11/11/2024 at 23:59 (CET), to the following address clt.procurement@unesco.org, in strict compliance with the instructions as stipulated in the Solicitation Documents. UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a sealed tender. No remuneration will be made to companies for preparation and submission of their tenders.
