The ultimate result of service is a final desk study for the evaluation of the CAP. The report should include, in addition to the main body of the report, a succinct executive summary with the key findings covering all the evaluation questions included in Annex I of UNEP/OzL.Pro/ExCom/93/12/Rev.1 (available at http://www.multilateralfund.org/default.aspx), as well as lessons learned and recommendations. The findings and recommendations of this desk study are expected to guide the vision of the CAP to address the new challenges related to the implementation of the Kigali Implementation Plans, with particular attention to the strategy to support the needs of Low-Volume Consuming countries in meeting compliance with the Montreal Protocol.
